Abstract
Advances in digital technology require WaDaRa MSMEs to undergo digital transformation to maintain efficiency and competitiveness, as its still-manual ordering process risks causing unstructured transaction flows and frequent overselling. This study aims to design a web-based sales system using a quota-based inventory approach, to automatically limit order quantities based on production quotas and provide real-time information certainty to customers. The development method used is the Prototype model with a Research and Development approach through interviews, observations, and questionnaires. Testing was conducted through Black-Box Testing, a stress test using a Database Seeder to examine the system's resilience against race conditions, and a User Acceptance Test (UAT). UAT results showed an acceptance rate of 91.49% (highly feasible), while the stress test proved the system could consistently prevent overselling under 100 competing requests for only 20 quota slots. Implementation also shortened the processing time for one pre-order period from 3-5 hours to less than 1 hour. It can be concluded that the quota-based inventory approach effectively helps WaDaRa
MSMEs manage its ordering process in a more structured and reliable manner.

Kemajuan teknologi digital menuntut UMKM WaDaRa melakukan transformasi digital untuk menjaga efisiensi dan daya saing, karena proses pemesanan yang masih manual berisiko menyebabkan alur transaksi tidak terstruktur dan rawan overselling. Penelitian ini bertujuan merancang sistem penjualan berbasis web dengan pendekatan quota-based inventory, untuk membatasi jumlah pesanan secara
otomatis berdasarkan kuota produksi serta memberikan kepastian informasi real-time kepada pelanggan. Metode pengembangan yang digunakan adalah model Prototype dengan pendekatan Research and Development melalui wawancara, observasi, dan kuesioner. Pengujian dilakukan melalui Black-Box Testing, uji beban (stress test) menggunakan Database Seeder untuk menguji ketahanan sistem terhadap race condition, serta User Acceptance Test (UAT). Hasil UAT menunjukkan tingkat penerimaan 91,49% (sangat layak), sementara uji beban membuktikan sistem mampu mencegah overselling secara konsisten pada 100 permintaan yang bersaing memperebutkan 20 slot kuota. Implementasi sistem juga mempersingkat waktu pengelolaan satu periode pre-order dari 3-5 jam menjadi kurang dari 1 jam. Dapat disimpulkan bahwa pendekatan quota-based inventory efektif membantu UMKM WaDaRa mengelola pemesanan secara lebih terstruktur.
